Can a Swimming Pool Replace Your Firefighting Water Tank? A Rural Auckland Guide

If you’re building on a rural or lifestyle property, you may already have been told you need to provide a large volume of stored water for firefighting.

The obvious solution is usually a dedicated water tank.

But there’s another option many property owners don’t realise may be available: your swimming pool.

In the right circumstances, your pool may be able to provide part or all of your required firefighting water supply. That means money and space that would otherwise go into a large dedicated tank could go towards something your family enjoys every day instead.

There are some important conditions, though. The pool needs to provide sufficient usable water, be appropriately positioned and accessible, and the proposed solution needs to be accepted for your particular property.

Why Rural Properties Need Firefighting Water

In urban Auckland, Fire and Emergency can generally access water from the reticulated network and hydrants.

Move into rural and lifestyle areas, and that infrastructure may no longer be available.

Fire appliances carry only a limited amount of water, so Fire and Emergency New Zealand recommends that where a suitable reticulated supply isn’t available, an adequate static water source is provided instead.

Depending on the property and the applicable requirements, this can be a water tank, pond, dam, or another suitable body of water.

And in the right circumstances, it can be a swimming pool.

Yes, a Swimming Pool Can Be a Firefighting Water Source

This isn’t simply a clever workaround someone has dreamed up. Swimming pools are recognised in New Zealand as a potential source of firefighting water.

The important part is that the water source must meet the applicable requirements for things like available volume, location, and Fire and Emergency access.

So the real question isn’t:

“Can I use a swimming pool instead of a firefighting tank?”

It’s:

“Can we design my swimming pool so it also meets the firefighting water requirements for my property?”

That’s a much more useful conversation to have at the start of a rural building project.

How Much Water Do You Need?

This is where it becomes site-specific.

A commonly referenced figure under the SNZ PAS 4509 Firefighting Water Supplies Code of Practice, for a non-reticulated residential property without an approved sprinkler system, is 45,000 litres of firefighting water (classified FW2 under the code).

However, you shouldn’t assume every rural property automatically requires exactly 45,000 litres. The required solution can depend on the dwelling, sprinkler protection, location, council requirements, consent conditions, and the specific firefighting strategy accepted for the property.

The important thing is to establish the requirement early. If your property requires a significant static water supply and you’re already considering a swimming pool, it makes sense to investigate whether the two can be combined.

Suddenly, a Bigger Pool Can Make More Sense

This is where the idea gets interesting.

Imagine you’re planning a new rural home and are required to provide a substantial dedicated firefighting water supply.

One option is to buy and install a large sealed tank whose only purpose is to sit on the property holding reserve water.

Alternatively, if the site and approval requirements allow it, you may be able to put that investment towards a sufficiently sized swimming pool that provides both recreational use and an accessible body of water for firefighting.

You haven’t eliminated the need for water storage. You’ve made that stored water useful every day. Instead of looking out at a large tank, you could be looking out at a pool.

For lifestyle properties around areas such as Coatesville, Dairy Flat, Riverhead, Waimauku, Kumeū, Kaukapakapa, Warkworth, and Mangawhai, that’s an option worth investigating before the site plan is finalised.

It’s Not Just About the Litres

Having enough water is only part of the equation. Fire and Emergency needs to be able to actually get to it and use it.

Depending on the approved design, this can mean thinking through:

  • Distance between the pool and the dwelling
  • Fire appliance access
  • Safe access to the water
  • Pump or suction hose access
  • Pool fencing and gates
  • Landscaping around the pool
  • Maintaining the required amount of usable water at all times
  • Clear identification of the firefighting water source

This is why it’s much easier to investigate the idea while designing the house, driveway, pool, and landscaping, rather than trying to retrofit a solution afterwards. What About Pool Fencing?

The pool still needs to comply with New Zealand’s residential pool barrier requirements.

Residential pools capable of holding water 400mm or more deep generally require a compliant physical barrier restricting access by unsupervised young children.

That doesn’t stop the pool from being used as a firefighting source. It simply means firefighting access and pool safety need to be considered together when designing the area.

Can You Use a Fibreglass Pool?

For a rural site, fibreglass can be a very practical option, because you know the pool’s dimensions, approximate capacity, and structural design before construction starts.

A Pool Doesn’t Replace Your Domestic Drinking Water Supply

This is another important distinction. We’re talking about firefighting water, not potable household water.

If your rural home relies on rainwater collected for drinking, cooking, showers, and normal household use, you’ll still need an appropriate potable water collection and storage system.

New Zealand’s Building Code requires that water used for human consumption, food preparation, and similar purposes be potable and protected from contamination.

Your chlorinated or treated swimming pool isn’t your drinking water tank. The potential saving is in the separate volume of water that would otherwise need to be stored specifically for firefighting purposes.

Could This Actually Save You Money?

Potentially, and this is why we think rural homeowners should investigate it early.

A dedicated large-volume firefighting water storage system isn’t just the price of the tank. Depending on the project, there can also be costs for:

  • Tank purchase and delivery
  • Excavation or preparation of a tank platform
  • Pipework and connections
  • Firefighting fittings
  • Screening or landscaping the tank
  • Vehicle and Fire and Emergency access
  • Space lost to the tank and its associated infrastructure

If you’re going to install a swimming pool anyway, designing a single body of water to serve two functions can be a far more attractive use of your budget and land. It may even help justify moving from the smaller pool you were considering to a larger family pool.

Rather than spending part of the budget hiding a big tank behind the shed, you may be able to put that money towards something that becomes a major feature of the property.

Get It Approved Before You Rely On It

This is the most important part of this guide.

Don’t simply delete the firefighting tank from your plans and assume the pool will replace it. Firefighting water requirements can arise through planning rules, subdivision conditions, consent notices, or the specific design of a new dwelling.

Fire and Emergency New Zealand also notes that territorial authorities may adopt the firefighting water code of practice as part of their own planning requirements, so your proposed pool solution needs to be checked against the requirements that apply to your particular property. Plan the Pool at the Same Time as the House

If you’re designing a new home on a lifestyle block, don’t leave the pool until everything else has been finalised.

It won’t work for every site, and it needs to be properly designed and approved. But if you’re building or developing a rural property and a swimming pool is already on the wish list, it’s absolutely worth investigating before you commit to a separate firefighting water tank.
